The Cabinet of Ministers of the Republic of Uzbekistan by the decree of December 9, 2015 adopted measures to further improve the procedure of implementation of concert and entertainment activities.
The document aims at further development of national musical art, creating conditions for the development of this sector, promotion of artistic works, a system of streamlining the organization and holding of cultural events through the strengthening of licensing requirements and conditions, improving the criteria and eligibility requirements to potential licensees, as well as specifying the rights and duties of licensees of cultural services for the population.
The resolution approves the Regulation on licensing of concert and entertainment activities, rates of state duty for the right of carrying out concert and entertainment activities, as well as the regulations on the procedure for issuing a single permit for concert and entertainment event.
The document notes that during the years of independence the Republic has created all necessary conditions and opportunities for further development of modern national variety art, improvement of professional skills of various artists and identification of talented young singers.
At that, relevant ministries and agencies had weakened the work in the field of coordination and control of concert-entertaining activities, hosting cultural events, creating artistic pieces of music.
The activity of the Ministry of culture and sports of the Republic of Uzbekistan, Variety Association “Uzbeknavo” and the Council for development and coordination of national variety art in the implementation of tasks defined by the decree of the Cabinet of Ministers of the Republic of Uzbekistan dated June 26, 2001 “On further development of pop art of singing” remains unsatisfactory. In particular, those issues concern identifying and supporting young and talented artists, stimulating the creation of musical works that contribute to the education of youth in the spirit of patriotism and ideas of national independence, formation of a healthy creative environment.
The Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and Tashkent city in the organization of cultural events does not fully comply with the requirements of the Cabinet of Ministers of the Republic of Uzbekistan dated July 29, 2014 “On measures on further improvement of order of organization and holding mass events”.
The work of the National broadcasting company of Uzbekistan on ensuring the high artistic level of television and radio programs remains insufficient. The airing of songs and videos that do not comply with the native spiritual and cultural values and national traditions, that have a negative impact on the spiritual and moral education of the younger generation is allowed.
These shortcomings lead to gross violations of an order of carrying out of cultural events, the mismatch of the behavior of stage performers to ethical standards, as well as the weak performance of musical works from an artistic point of view.
